In the remnants of Hurricane Ida on 1 September 2021 the city put six feet of water into a street. A man drowned in a trapped car at Passaic Avenue and Lackawanna Place, two young adults were swept into a brook running to the river after leaving their vehicle at Benson and Main Avenue, and 60 residents were evacuated to City Hall. That is the storm this city measures others against, and the answer given on the phone is what happens in the first half hour.
The first thirty minutes, before anyone arrives
Five things help and none of them costs anything. Shut the water off at the main if the source is a supply line inside the house. Stay out of standing water anywhere near an outlet, a panel or an appliance that is still connected. Photograph every room and every affected item before anything is moved, because those pictures carry more weight with a carrier than anything taken after the furniture has been shifted. Lift what can be lifted clear of the wet floor. Do not put bleach on wet building materials, because it adds water to the assembly and does nothing about growth inside it.
Dense blocks mean the loss is rarely one address
Much of Passaic is attached and multi family housing, with the apartment and cooperative towers of the Carlton Tower, Presidential Towers and Barry Gardens type alongside the large Queen Anne and Tudor houses of the Passaic Park section. In that kind of building water from one failed line runs across the top of a subfloor and drops through the first penetration it finds, which is often a different unit and a different floor.
